Yeah, basically Police Quest is what you're looking for. A real shame it became the gritty SWAT series.

Not to get too political, but it shows the evolution of the police in popular American culture from a civil servant with a gun to the borderline soldier fighting a war at home. It's gotten so bad that in certain cases they send the National Guard to help keep peace and the actual fucking army looks less like soldiers than local police.

The Police Quest trilogy on GOG is a good place to start; Police Quest 1 is the only one I played but it is exactly what you are looking for. There are probably plenty of places to find torrents if you are not inclined to pay.

There is czech point-and-click adventure called "Polda". Each game in this series is one funny case and I would recommend 1 or 2.
