It does seem weird that you can't talk about PC games from 2000, when games like Majora's Mask and FFIX, which are obviously allowed here, were released in 2000.

That sounds reasonable, but I bet you could find a pretty recent PC game that will still run on Windows 98. If I made an indie game tomorrow that took place entirely through the console, for example, I could probably get it to run on both Win10 and Win98.

Maybe someone who's more knowledgeable about PC gaming can provide an example.

Nothing in board-rule you cited refers to titles realese dates, only launch dates of platforms they are on. For PC that should mean OS version, since the hardware side of it is open.
