That rank is crap. But Final, compared to III and Delta before it, had pacing issues - too many calm segments in a playthrough.
It was fine on first times, but gets annoying on replays.

Super has slowdown. Deathly slowdown.

They're still fine otherwise.
Leo and Gallop play too differently.
I think Delta is the peak of the series.
