Oh, I've seen a translation of this comic, she's singing "Dumpling Dumpling~" as a song for the moon, which caught Popplio and Litten off guard. I think it's hard to deny that Primarina's a playful (probably in disguise) pokemon regarding its personality, although perception in-game of it might be more serious and respectful towards it due to it being capable of pulling off "magical scenes" like the site says, which could pull off a "wow" factor.

Just because it ain't a clown doesn't forbid it from acting playful. Although the site also referred Primarina as a very high-maintenance pokemon due to the vocals thing.

Tried my hand on it, without straying away too much from the original design. The tiara is replaced with that baby hat you sometimes see in old cartoons.
