Can't capitalize matchups if you go first, whoever goes second has that luxury unless you run Pokemon Switch to essentially turn the order around.
And Moltres obviously wasn't in immediate danger of a surround if it landed Roost and had Wait 2 two times before getting surrounded on the 3rd Wait cycle. Also, don't pretend that landing on the bird's smallest wheel pieces 3 times when half its wheel could easily take out a Deoxys-S isn't some shit tier luck. If anything, you're implying not to run any of the birds just because they might land on Roost.

Just bought two more quads and got Cobalion in the 2nd. Pretty damn good pulls. Terrakion looks insane though, I almost don't want to spend mats on it because it looks like it could be nerfed in the future considering its only bad spin is an 8 miss and it blocks blues. Might be time to bust out some meme counter like Phantump or Magmortar (burn on death to whittle it, or outright ko via pure)

Sounds like Suicide: the pokemon. Throw it in your opponent's face and hope he kills it. You get one back from the PC and evolve without getting knocked out. Moving that thing around with 1 MP is definitely too much trouble, but I think Switch works better than Long Throw.

Terrakion is probably better. I think most of the meta figures right now mostly shrug off paralysis so unless you have three jolteons to really leverage it you'll get more mileage out of rock bull.

Don't listen to >>32503073 since Whimsicott has great synergy with twin dragons. Anyways, I'd probably swap out your Shuppet for Umbreon. Shuppet really isn't very durable (which is important since you need time for Wait 9 to expire) and isn't very useful once the battle reaches the stage where it's 4v4. Umbreon is a good 3mp replacement and its Toxic has good synergy with your dragons since the -40 can make for easier banishes. You could also get rid of Moltres for Karp->Gyara if you have it since Gyarados is a decent matchup to Terrakion and generally a better attacker than Moltres overall.

Not to sure about Noivern just yet (despite being the only one of the three I have) but it looks like it can put in some work if you manage to evolve Noibat, which should be easy considering Noivern has a good matchup against Gyarados so either knocking out or Whirlwind-ing Magikarp is an easy Evo ticket

How do I counter Deoxys-S?
I don't have goal block so when someone sends out Deo on the first turn I basically lose if he rolls dodge, and this is with me using double chance before fighting it.

What are thoughts on running Genesect with its new plates? Magikarp is easy to banish, and the new steel energy can put Genesect at a low of 60 and high of 110, which on paper seems pretty acceptable. I'm theorying running 2x Shock, 1x Douse, 1x Flame, 1x Ice drives, 1x Steel energy. Would that be unplayable though? Does it rely too hard on the gamble? I'm thinking that any extra drives which are useless in a match could be used to throw Genesect into an opponent and try to pseudo double chance into techno charge for the potential remove.

Wouldn't "built around appropriately" mean Deo-D is in the same tier as Deo-S and A. If you're just evaluating them as individuals on good stuff teams where they have synergy, you should at least evaluate 'Cosmo Energy' as a separate entity, and 'd probablyl place it within A tier. Same with Manaphy and rain decks. Rain decks are definitely tier B+/A so Manaphy should be in that rank accordingly

One of the biggest reasons to run Magmar->Magmortar was to get the three star Flame Gun and beat Deoxys A's Dimensional Slip / Deoxys D's Psycho Barrier. Now that Deoxys A has a three star D'S, I'd say it's up to you to determine whether three stars is important for you or not. I should add that 70 used to be a popular number to hit as well vs figures like Lucario, Gardevoir, and others, but now it's a pretty moot point. Power creep has made it such that anything sub 100 needs to be 3mp to even be considered. So you're running Magmortar entirely for Flame Gun, and the extra 10 damage isn't going to matter in 9 out of 10 games.

Evolving makes the attacks stronger by 10 and purples gain an additional star. It's really helpful for some figures, like Gyarados who also get speed boost. Blastoise also appreciates it since it makes mirror coat actually kill 2*s. For something like Aron and Lairion it's not very important since the 10 damage isn't a big deal.
When you click play you're playing against real people unless it's your first game in a day or so and you play darkbot, or you've lost 3 times in a row and you play bugbot.

Then there's figures like Grovyle who are pretty good figures on their own AND have a good chance of evolving.

Goal block is a waste of 2 plate slots assuming you are capable of thinking ahead and your deck isn't just 1 and 2 mp figs. Almost everyone runs Hurdle Jump for a reason. Consider Scoop Up if you have one. It works well for setting surround traps and acts as a pseudo Full Heal and Goal Block. Has additional synergies with Empoleon as well.

I'd like Steel Energy more if it effected all of their attacks. That said Empoleon hits 100 which is pretty good for it and Dialga hits 140 which beats Deo-A. I don't think Heatran going to 120 does a whole lot for it. I guess it beats Moltres raw now but you already had a pretty strong chance of burning and beating it anyways. Feel free to test it out and see if it works for you. I'd run it if poison was more common but you don't see Crobat+Venusaur much.
