I, myself, would be pretty upset with it for several reasons.
Mainly, if I liked one evolution but not the other, I'd be forced to have one of that specific gender in order to obtain that form which really wouldn't bode well for the starter format.
It also stands to reason that if the Pokemon can be either gender, there's going to be some people who prefer it as one or the other. Genderlocking removes that option and just ends up being a disappointment to those who otherwise would have went with the gender that's unobtainable.

It's fine with cases such as Unfezant and Vespiquen where that's just how those animals play out in real life - but it'd just be a silly hurdle for starters and we've already seen what happened with Salazzle.

I don't dislike Ballio, but my hatred for Popplio meant that whatever its final evolution would have ended up as, Ballio, Primarina or something else, my opinion on it would have been marred.

I'm far more angry at Incineroar for ruining Litten. I've never before picked a Fire starter, but I was thinking of doing that for Litten.
Unfortunately Incineroar throws away the cannon theme of Litten, and the only thing they have in common is colouration and being felines. I would have much preferred the cannon panther.

If you really want to know what happened to that part of the concept, it shows in Incineroar's concept art. Incineroar apparently can spit/cough green mist (a infamous wrestling technique) even though this of course isn't visible in the end result of his 3D model in the games. Might be a thing in the anime though.
