I'd recommend After You on Stoutland to have some sort of speed control.
Recover over Rain Dance for the Milotic, also none of your partners would really apreciate being surf'd on, I think you'll get more mileage out of scald.
I'd assume Flamethrower on Celesteela would be a bit better than fire blast for the accuracy, unless you need it for specific KO's.
Stealth Rock in doubles is not really very good, but if you like it works for you it's fine I guess.

Keep on anon. The best advice I can give you is to take note of the things your team struggles against, which members have been the most useful, which ones haven't been of much use, and of course, always look back and think if you could have done something better in a match to better your position in key turns. That way you can improve and build on what you have to make an even better team.

I was using scald, but surf has actually helped me more than scald, I never roll a burn and unboosted, scald won't OHKO anything. Might reconsider using scald if I KO myself too much though, protect's for that.

well, let me just say this.
With the STAB boost (x1.5), Scald (80) becomes a move with 120 power, in rain it's boosted by another 1.5, giving it a total of 180.
Hidden Power (60) on a super effective target is either 120, which is underwhelming for a coverage move, or 240 on x4 weak targets, which is better, but there aren't many of those around.
Forgoing Ice beam for HP electric is honestly terrible.
HP electric would only really hit gyarados which is not all that common and isn't very good against your team anyway; to other things it would do shit for damage, considering Milotic is not too strong. I'd very much rather have a way to hit Garchomp hard. It's the second most used pokemon, and half your team is weak to ground. Lose Ice beam and you can't only really hit it with Play Rough or Flash Cannon.

If you are failing at using recover, then you are not using porygon 2 correctly.

Switch the p2 in on a garchomp using EQ, then force it out with ice beam threat. Recover, and you just bought yourself a free switch.

Scenario 2: get TR up, recover back to full health, and watch as opponent wastes a turn or two trying to kill p2.

P2 has won me so many games. Ice beam and thunderbolt. Only thing it has trouble with is a-marowak, and the very rare gastrodon.

If I remember right, Ray Rizzo's P2 didn't have recover either. 3 attacks and TR. Seemed to work out well for him. Maybe porygon is just one of those mons I can't use well.

I did play a match last night where it would've been perfect to protect, but I didn't. Lele used shattered psyche and kartana sacred sword. But that's one of those situations where I'd be KOed next turn anyway thanks to the chip damage through protect.

And it was against rain, so TR would've been nice. After looking up the calcs, golduck Z hydro pump in rain only does 55-65%, so I guess for the future I know I can set up on it.

Araquanid is a pretty good pokemon in its own right, especially in tr. Currently the 18th most used mon on battle spot.
If you're thinking about some kind of entrainment strat on Fini it might be viable but it seems pretty gimmicky.

Terrain extender probably won't be very useful when most opponents have a tapu.
You obviously don't have to run an item just because it's popular but there's a reason why scarf and z crystal are more common.
Similarly with Chomp's item, scarf or z crystal could prove more useful since it's not really bulky enough to make the best use of rocky helmet.

Haze kinda works against you since you have SD Mimikyu and Kartana, not to mention that it also gets rid of your Competitive boosts. I don't think it's worth running over something like Protect.

Change Rocky Helmet on Garchomp and put Groundium Z. Rocky Helmet won't do much for you since Garchomp is generally attacked with special stuff that doesn't make contact.

Terrain Extender is pretty useless with the abundance of Koko and Fini, and, as with Haze, it might work against you since the terrain will be up for more turns, so your Mimikyu will essentially run 2/3 moves. Speaking of which, you might want to make room for Protect, since it's a Pokemon that will get double targetted often thanks to its ability.

If you want to run haze on milotic, consider using icium Z with it. It fully heals you when used. This would also free up your 4th slot for protect or something of the like. Also gives u a decent ice nuke to use if needed.

How should we know?
You need to consider what the Weavile is necessary for in your team, and what you would struggle to beat without it, then decide whether Kartana can do the same. If you just need a fast physical attacker, then sure. If you need to use it to Fake Out, or Taunt, or hit dragons, then you might be out of luck.
Either post more info on your team or work it out yourself.

Outrage is shit
With two electric types, a Lightningrod user and two Ground types, you really should be using Discharge somewhere. The 30% para chance on both opponents is a hugely underrated boost.
Similarly, you have three Ground weaknesses. Why not put Groundium-Z on Garchomp so you can hit things with Earthquake without having to Protect your ally? It's very popular and probably a lot better than Tapu Koko's Twinkle Tackle. If you are going to go Scarf, consider Adamant instead. You'll still be faster than Pheromosa and even the majority of Scarf Tapu Lele, and even with Jolly you'll be slower than all Tailwind and Swift Swim users.
You need an answer to Trick Room other than to just stall it with Mudsdale and Marowak. Your own Trick Room user is great if you can play it well, since it will probably end up being useful for you at some point. Otherwise, Taunt and Roar are pretty helpful for stopping it being set up.

I just happen to run chomp and vika, which would tear through your team with little issue. Once marowak dies, you're extremely vulnerable to koko or other electric types. Porygon2 is also an issue as you can't reliably K.O it.
Your EV spreads are also really simple, I'd mess around with the damage calculator so you can get a reference as to what K.Os your mons and why. Sometimes simple is fine, but most of the time you want to make it so you can take as many hits as possible, or have a certain HP amount to better utilize berries, leftovers and the like. I feel like you'd be much better off with using porygon2 or oranguru over slowbro for your trick room setter since you already have plenty of things that have water and ice type stab, and that wishiwashi would be much better off as a special set. Impish marowak is just silly, especially with no protect.

You want a nature that boosts attack, either brave or adamant with some speed to outspeed other, slower trick room mons. Gigalith again is something to be wary of since it outslows everything on your team and can oneshot half of it. Bold on pelipper is also weird, the standard is sash so it can reliably set up tailwind, which would be beneficial so you can have a fast and slow mode, but there's a lot of things wrong with the team just by looking at it first glance. Bold and then SPD investment, for instance.

Main Strategy is Water and Electric Redirect, this often shuts down many rain teams and Top Keks/Xurkitrees. Some of Lele's non STAB moves were added because I realized I didn't have a reliable way of dealing with other Gastrodon, or any Water types in General. Ice Beam is nice because it brings Garchomp down to 91%ish and some people don't expect it. Muk's there to be annoying and kill Fairies and Ghosts, Chomp's my Sweeper, and Celesteela is also there to be annoying.

I don't know who Jaguar360 is, but the spread he gave you wastes a lot of EVs (12, to be exact, which can sometimes make a big difference).

Timid + Scarf Lele is overkill; you don't need to outspeed everything by 10+ points.

Poison Jab > Iron Head on Chomp. Also, you need Protect in there. Maybe replace Rock Slide with it.

There was a Battle Spot Special metagame last gen where they banned the top 12 most used Pokémon of the previous season's Doubles metagame. It ended up being really, really fun (although Politoed, Ludicolo, Kingdra and Metagross all narrowly avoided the top 12 so it became very rain-focused)

A constant feature like that could be really interesting, although it'd be difficult to balance if it's just done based on facts and stats instead of personal experiences.

In terms of new Pokémon? Maybe not. I love Mimikyu but it's kind of a jack of all trades (reasonably bulky, reasonably fast, reasonably powerful, reasonable support movepool, but not exceptional at anything) so it ends up being pretty unexciting to play.
Magnezone, Goodra, Snorlax, Whimsicott, Porygon-Z and Krookodile are all Pokémon I've found really fun to play this year, because of suiting the metagame or just not being outclassed by CHALK.

Any advice I'm thinking of Modest instead of timid Tapu, but I'm not sure. I like it timid because it can both kill bulky arcanine with Z-psychic and outspeed and kill offensive arcanine as well (they run adamant pretty often).

Marowak is needed because of the electric weakness, but I'm not sure about Kartana.
I feel like it fits, but I don't know.

I like taunt because it helps me against trick room teams and defensive pokemon. Also I can taunt something I can't damage as Gyarados so someone else can kill it as it won't be able to use protection (for example gastrodon, which without protection it's free food for Kartana, and same with Milotic).

Night Slash, yeah. Taunt vs Ice Fang is ultimately your choice. Heck, if you aren't using Thunderbolt with Lele that much, Taunt wouldn't be a bad idea on it, giving you room for Ice Fang on Gyarados. Try out the different options on Showdown to see which one you feel it's the best for you.

If you have trick room and tailwind up at the same time I have no idea what you're doing. Your team would have its speed doubled by tailwind, so you'd be slower in trick room since normally you'd outspeed other mons. Trick room doesn't change the speed of your mons, just the turn order in which they move based on their speed.

The only one of those that has seen some use, to my knowledge, is Relicanth. It's pretty physicaly bulky and in Rain it's decently fast, but it's not very strong, and the support movepool is barren compared to Golduck's.

Doesn't have enough of an offensive presence for my playstyle. I know it has amazing damage calcs, between surviving every thread and outdamaging most opponents, but it just doesn't get enough OHKOs or have the support options to troll opponents enough.

It avoids getting OHKO'd by chomp's tectonic rage and 2HKO'd by 252 kartana smart strike, and also survives two 252+ lele moonblasts. Koko's dazzling gleam is a 5HKO.

Arcanine can't really do very much to it at all -- even banded 252+ blitz only does around 30%.
Fini's moonblast 4HKO's while you 3HKO back.
You have enough SpA investment to always OHKO 4/0 gyara with tbolt.
Koko can't do shit back and you 2HKO with sludge bomb.
You also 2HKO lele back.

It's a great bulky pivot.

It's good consistent damage for things you aren't hitting super effectively, like muk and marowak. Draco meteor is also an option if you're gonna be switching g.oodra in and out a lot.

Don't use muddy water, it's bad.

I'm not too keen on feint because you aren't taking advantage of good.ra's huge movepool. If it isn't hitting things SE, its damage is pretty meh.

Pretty sure Anchor Shot is the better move in general.

For Gyro Ball to hit damage worth a shit you need to run Iron Ball though oh boy does it hit some pretty hillarious damage if you do.
