Yes, it's legal. Buzzwole learns it through the move relearner so you can use Smeargle to copy it and then breed it over to Stufful. Find a Smeargle, switch to Pokemon with Ice Punch when you encounter, wait for it to call another Smeargle, kill the first encounter, then catch the 2nd Smeargle after it sketches your Ice Punch. Oh, Crabominable also learns it.

I'm trying to get back into Pokemon because I used to really enjoy it.
But I don't have the same feeling since my ex broke my love for games. Now I only focus on career.
