It's the Draft, It's basically a guide that I draw over with the final line art.
When I start a drawing I do a sketchy layout drawing to get the base things like Pose, proportions, Composition, that sort of thing figured out.
Because it goes through a lot of tweaks and edits I'm not worried about making it look clean because that's what the Line art is for. I also use a bright color to make it clear to see what's the draft when I'm doing the line art over the top. Usually light blue is a good color because it's easy to look at compared to red, yellow or green.
Use a separate layer to do the Draft from the Line art layer. Lock the draft layer just in case so you don't do half the line art on the same layer, it's a pain to clean up.
to answer the question of if it's important, yes, it takes longer but it helps to make your drawings look right early on so you don't end up nearly finished shading and see a shoulder not connected where it should, or a face that's lop sided.
It doesn't have to look perfect either or followed exactly, it's there to be a broader view on the image when you're zoomed in doing details.

Yeah that's a really good trick too, One that I probably don't use nearly half enough. The Idea is to get a new perspective on what you're drawing, to see it from an unfamiliar angle as if someone else would see it.
