Vulpix learns Ice Beam at level 36, Blizzard at 42, and Sheer Cold at 50. So whichever one of those you want, you can evolve it afterwards.

Ninetales doesn't learn any new moves, except Dazzling Gleam which it gets automatically on level-up.

And a trade evolution evolves as soon as the person receives it in the trade, unless it was holding an everstone. Trading an Abra won't do anything, Kadabra is the one that evolves via trade.
