Pretty much you get into an encounter, the wild Pokemon has a chance of calling for help, or you can use an Adrenaline Orb to make them call for help, it summons another of the same species, then you knock one of them out, and it'll summon another one in either at the end of the turn, or at the end of the next one. Repeat. Got the Meowth in about 30 encounters.

Pic related. I had to start over at 120 eggs because I had to do the demo's day event last week, which didn't even give me an item for the trouble, but when I restarted breeding I got it in 64 eggs.

It's mostly a trophy shiny. Though I suppose two boxes of eggs is pretty good in terms of time regardless of what it is. It has a relaxed nature and is only missing its attack IV.

Nothing until Sun and Moon come out. Probably not gonna really work toward a shiny until I get my Gen 6 Ditto sent over. Then it would probably be Rowlet or Litten. It would've been Type: Null, but it's not breedable, and I'm not going to SR a gift Pokemon without a shiny charm.

As far as when it first started? A few events in Gen IV, but actual in-game locking started in Gen V. There was never any official word on WHY, but I guess Game Freak decided they didn't want people "wasting their time" trying to get one. It's really shitty, and SM seems to have the most shiny locks yet.

Ever since 5th gen they were dead set to lock story Pokemon because "cutscenes wouldn't make sense if they were shiny" or something along those lines.
With the shitton of story Pokemon we got now, it's not a surprise like 99% are locked. I'm more surprised starters actually aren't (as seen in >>29838541), considering they have a lengthy cutscene too. I guess those are strictly due to tradition.

Gen 5, the plot revolved the Legendaries being tied to your character as the "Chosen One", not to mention how things carried over to B2/W2, so they needed the Legendaries to be CANONICALLY non-Shiny.

Remember, side-Legendaries like the Genies were not locked, so this isn't just a ban on Shiny Legendaries. Just the ones that Game Freak want to stay CANON non-Shiny, something they decided was important in Gen 5.

This includes;

And if you have any more Adrenaline Orbs, you can use them to waste a turn without burning PP if you want. After the first one in a battle is used, it won't be consumed, you'll just get a message saying there's no effect.

I switched whenever I felt one had been out for a too long to try and avoid struggling to death. Meowths have a lot of PP at that level, so I could afford not to keep exact count. I still erred on the side of caution though and killed the summoner way more than I needed to.
