That's funny actually, I was just thinking to myself the other day that Helolisk seemed like it could've been planned in Gen V.
Kalos doesn't have any real deserts, and Helioptile is just awkwardly found in that one rock/craggy Rhydon route. It seems almost as if Helioptile was meant to be found somewhere in the desert between Castelia and Nimbasa, where it would've been one of the pokémon on Elesa's team, but it never panned out for whatever reason. Maybe they didn't finish designing it.

these things should've been moved to gen 6. It fits better with the region and at least then there would be a secondary trio to catch that isn't more gen 1 pokemon.

The thing you people need to realize is that gen 5 and 6 pokemon were very likely designed around the same time, and were probably meant to be split evenly between games. But gen 5 had to come out as filler before their 3D engine was finished, so they put the majority of the designs in the game to make up for the lack of new features.

Sigilyph feels like a Gen 2-3 Pokemon and Azurill feels like a Gen 4. Purugly is a Gen 5 Pokemon. Spinda could've been Gen 2.
I was gonna say Shellos/Gastrodon should've been a Gen 3 Pokemon, but then I entirely forgot that was the case already.
