It's so good because most weather sweepers are in its speed tier but opt to run Adamant or Modest, so when you run Jolly you outspeed all of them. They're also almost entirely weak to either Pixilate Return or Earthquake. The only thing you have to worry about is M-Swampert with Ice Punch and Kabutops at full HP; it's physically bulky enough to withstand an unboosted Return/Earthquake.
