Not him but it's ambiguous. There's no reason to believe she threw the match aside from Malva's nonchalant attitude but you could also say she didn't finish off Charizard when Houndoom had it pinned so she can know his motivations. However, she also tried to finish it off with a Crunch when she saw that it was weakened and she did seem surprised by Blast Burn hitting that hard. Crunch (which cancelled out Dragon Claw) is Houndoom's strongest move since Charizard X can tank Flamethrower and tear through Dark Pulse with Dragon Claw.

Maybe she wasn't taking the match as seriously as she could and let her chance to win early on slip and when she finally decided to end the match for real, Alan surprised her with a Blast Burn. Like a boxer who plays around with his enemy getting KOd unexpectedly by a counter punch when he decides to end the match.
