Masafumi Nukita is the hentai writer. Specifically he worked for a company called Nude Maker.

Now we can't know 100% for sure if it's him, since his name is written in hiragana in the ORAS staff credits and hasn't been directly interviewed, but there's some connections. One of the magazine interviews with Masuda and Ohmori lists Nukita's name in kanji, and it's spelled the same as the hentai writer. One of Nukita's friends wrote a game with a character supposedly similar to Zinnia and similarly hated by fans, Nueko in Oreshika 2. The jokes and references in Japanese ORAS fit with Nukita's tastes. He also seems to have left Nude Maker around the time he would've joined Gamefreak.
