You get Icy Wind as a TM, all the other Ice TMs are too good with the exception of Hail. A lot of Ice Types in general have BST that's too high for a first gym despite their glaring and common weaknesses so balancing around it would mean having to use shitmon or outclassing the player by several leagues. I wanted to use Cryogonal and Sneasel with Frost Breath but that just isn't fair.
