Too bad, it would be fun to have a game where you have the option of joining Team Rocket. Then you would get some extra sidequests and then get a special type of ball (Thief Ball) who could be used against other trainers.

Colosseum and Gale of Darkness explicitly allow you to steal Pokemon. There's a cheat in Colosseum that lets you steal every Pokemon, but it forces the game to crawl to a standstill replaying the "It's a Shadow Pokemon" animation 6 times each battle. It's not worth it.
