They were nearing the 5th gym battle and they wanted a memorable final battle between fully evolved pokemon
They didn't want to give Ash a greninja too early, so they gave him goomy and made him evolve really fast.
That's also why they gave Clemont a luxio that evolved so quickly.

They disposed of g.oodra right after the battle because it was too strong for Ash to have it at that moment
