Different anon here, but I feel like Pancham is sort of like Clemont's Chespin/Ash's Oshawott in the sense that it's cute and marketable on it's own without the need for it to evolve. It also helps that Chespin and Pancham clash a few times.

Anyway, it could always evolve using Greninja or James' Inkay. I could definitely see the writers bending the rules like this if they want Pancham to evolve, it'd be similar to how Ash's Sliggoo bent the rules (evolving from its own Rain Dance, which doesn't work in the games)
