Compare Bayonetta to Raidou.
In Bayonetta you navigate levels devoid of NPCs, fighting monsters constantly. Story and dialogue is contained to cutscenes and the occasional boss fight.
In Raidou you are playing an RPG, with NPCs and dialogue and dungeons, the random encounters just happen to play like a real-time action game.

If Raidou dumped the random encounters, we'd have monsters directly in the world, and we might not have the RPG stuff like NPCs. We'd still have a level-up system and an inventory, but that would be it.

It's possible they could confine this strictly to the demon world and dungeons, I suppose, so that we could still have NPCs and investigations in the human world. Raidou 2 did that anyway.
