yes, since having duplicates of those mods is the only way to really fine-tune your minmaxing, I'll eventually hoard up to one of each rank, but basic increments like 2 and 10 on BR/TF/NM, then one of each for FE/OE, will allow you to do most things well enough and at least having one of each at max rank lets you maximize your target ability stats
