The way they made the UBW anime, I would honestly say you can watch either one first. There are pros and cons to either order, but UFOtable did a decent job reconciling Nasu's wish that it not be written as a sequel to Zero and the practical reality that Zero was a giant success and a lot of people would be watching it AS a sequel to Zero.

The most I would spent on any given gacha is buying ONCE the 140 quartz pack.

Look at pic related, if after saving over 300 quartz, multiple tickets and buying the 140 pack I don't get said servant (like jannu or merlin) chances are I will not get it even if I spent more.

It's not as much as you think. We have most of the stuff that the 4M event has already, so it'll probably be shorter. Even then, it was mostly like the Gil rate up, but you can buy a nice package in Da Vinci's shop. ( http://fategrandorder.wikia.com/wiki/4M_Downloads_Campaign )
