Have you ever played retail? The shop only has mounts you can't get in game, silly looking pets, and extremely ugly and gaudy transmog helmets. Baron Rivendaire mount is still a 1% drop rate and is annoying to get, Invincible is still a 1% drop rate and annoying to get, all the end raid bosses that aren't current content have a 1% drop rate on mounts. I don't necessarily agree with the guy but that's one of the potential reasons that's been floated by vidya news sites.
Blizzard didn't want the negative PR and when even IGN is advocating for a project99 style blessing on private servers, the prevailing mood has turned.
That still doesn't mean its a thing or even ever will be a thing, but it IS a theory that gets tossed around by actual people paid to wonder out loud and not just 4chan neets. (I'm not sure if that makes it more likely or less likely, to be honest).

One thing is clear in that there will be something planned for blizzcon that is substantial, as Legion is headed towards under 1m subs, probably 3 months or so after the Argus patch. Just going by trends and assuming a small pickup for the patch. This coming drought is going to be very long so I wouldn't be surprised if it's simply another year long plan like they had with free d3 a few years ago.

It's sort of a common sense thing but official legacy is much more likely when retail is in official maintenance mode (could be sooner rather than later but we don't know yet) and at that point it would be foolish to pass up the easy cash. But Overmeme and Memestone make a lot of money for minimal effort (compared to WoW) so blizz may be cycling away from mmorpgs all together soonish.
And like another anon said, it's a safe bet that official legacy wouldn't be something we'd recognize outside of the name, and it wouldn't be a surprise to see it with purchasable mounts, pets, possibly even WoW tokens or xp boost potions.
