If Old Friend is Middenland, it makes sense to "fix" Norsca. Otherwise you'd be spending all your time dealing with Chariot Stacks.

Making them a functional faction will go a long way to improving the North half of the map, hopefully the Northern Empire provinces aren't erased every game by Turn 50.

I've seen Nordland taken out by Ostland/Marienburg/Middenland/Bretonnia more often than by Norscans pre Chaos Invasion (obv. not playing Empire in these instances). That's on Legendary though.
