Pretty much all meta analysis conclude that Samurai is doing 4.5% of a Samurai's DPS more than any other melee except for Ninja whose Trick Attack is broken as fuck.

That's 4.5% of a Samurai's DPS less when accounting for the damage given to the raid from their utility, so your first point is moot.

A lot of problems would be fixed if slashing debuff was nerfed to 5% like piercing was granted that NIN and SAM are the two problem classes and would bring them down by 4.5% of a Samurai's DPS down (105/110).

Alternatively, yeah, they could go ahead and buff literally everyone to be more in line with NIN/SAM because that sure as hell takes less resources.
