Them gutting farming isn't the source of the problem, though. The source is the flawed duel assessment system and rewards system. Instead of plainly fighting LDs, everyone uses farm decks day 1. So, to make an LD "hard," you have to make it hard to farm since no one actually duels them regularly. Low drop rates don't matter, they're obviously trying to inflate cards' worth. Bakura should be hard to beat though because he's basically the end boss.

Two reason, dino always had the same niche as harpy ie a deck focused on normal monster, and before wonders of the sky and sonic duck harpy lacked a good beatstick.

Also back then 1600 normal monster were ok because most of the time F2P people didn't have a lot of 1700 beater, but since flame of the tyrant, 1700 and plus 4 star monster became more common so now once their field is destroyed everybody can run over dino.
