I really can't think of anyone right now that would've caused the Emperor to be shocked like that. He and Gaius weren't exactly on great terms though, since he refused to come back to the Empire and fight for his succession to the throne. Though I could see him being shocked from his sudden reappearance due to the body snatching bit they do.

Otherwise, it might just be a new character we don't know of/won't find out about till later 4.0 patches.

POTD is even better from 50-60 than it was before. It will take you about 20 runs to get to 60. Once you hit 60 just do the most recent dungeon/daily roulettes/fates.

The time table for the two appearing and disappearing fits together cleanly, which is why a lot of people think it's Gaius in the first place. I'm still having trouble thinking who it could be asides someone the Emperor knows personally, but we should find out at some point in SB.

Word of advice for you, friend:
If you do decide to dump money in this, then dump a little more and buy the item that lets you skip the storyline up until the end of Heavensward.
Playing the unbelievably shitty main story fetch quest aka delivery job simulator is the fastest way to turn you off this game permanently.
Skip hte MSQ and level to 60 by running dungeons, Palace of the Dead and taking quests in quest hubs (side quests are mostly killquests so they are marginally more fun and make you feel like you are actually playing your class)

The mana exploit lets you get the combo off about 5 GCDs early (by going into it 10mana early and reducing the cost of it by 27 mana). Some people do. I personally do not use Medica II in any case where it'll be ticking on people that aren't eating damage. Trash pulls almost exclusively involve all damage going to the tank, so I refrain from using Medica II on any trash pulls not featuring unavoidable AoE damage like skeletons.
