Most people have Jeanne ascended two or more times, and compared to a Lv.70 or Lv.90 Jeanne, I can see why most people won't care about a Lv.50 one. I find that my Lv.50 Herc gets use but didn't get many people using him when he was just Lv.40.

Might want to look at who else is in your team that deserves levels, as well. Something a bit different or reliable can get people to try them out, especially if they've been ascended once or twice.

And make sure you are equipping that Beginning of Journey on your character (preferably the Jeanne in the ALL slot) to be getting that +75FP per use.

But yea, in terms of fighting ability Gil is actually super limited. He just has the ultimate defense via the ultimate ranged offense.
The second you can counter it, like with 'infinite projectiles that are faster', you can get in close and fuck his shit up like EMIYA did.

Honestly EMIYA has one of the most OP NPs in the franchise, since he can copy anything short of god weapons and use them, at a cost of just 1 rank (so he can pull out like 10 different A rank NPs straight out of his ass at the same time if you give him some extra mana).

Theoretically he should have been invincible in Extella due to the moon cell supplying near limitless mana.

Well yeah. There was a thing back in JP where you stack -instadeath resistance with Hassan Skill+Bond CE, assassin Shiki and Ryougi Shiki NP stacking. A meme but it works with the right setup.

Well yes, but UBW's rank down of other NPs is to represent it's a copy, and is a bit weaker than the real thing. Still, and EX NP just goes down to A+, and an A goes down to B, which are both still incredibly powerful. Considering the fact that, with enough mana, he can throw out as many as he wants, it's by far the most powerful NP in existence.
He could also can use holy NPs like EA and Excalibur but it costs him his life. since the mana requirement to create a holy relic puts too much strain on the body.

I think it would be cool if EMIYA alter got an interlude where he explains the thing that pushed him over the edge was recreating Saibuh's excalibur or something.

He's average because his mana supply is not enough to use tons of NP, and UBW by itself is basically just a weaker (but faster, being Gil's downfall) GoB. His combat ability outside of UBW is also just average, since he's definitely a good combatant compared to most humans, but pales in comparison to the legendary combatants that become servants. If he has a good master with a ton of mana, or if he's in some circumstance like the moon cell where he can use as much mana as he wants, then he can use every NP he feels like non stop.

It's not about it not being a sword, it's about the materials that make it are not of this universe.
Excalibur is a divine instrument as well, but it's made of steel and just blessed by God, so Shirou can recreate a close version of it (which costs him his life to do so, since the mana required to emulate God's blessing is too much for one human to give normally)
Remember that Shirou can recreate spears and such as well. He can recreate any weapon that is a blade of some kind, be it a spear, lance, halberd, sword, dagger etc. EA could be recreated IF Shirou understood the materials that comprise it.
