The thing with outlaws I didn't understand was why they had to be banished from society. They're said to be unable to grow or raise food. Colpis is pretty much the ONLY person in the entire game whose life would be affected by this. Most people the party interacts with are part of the military which would be a perfect place for outlaws - probably even better than normal people as they can control monsters, but outlaws could just as easily be cooks, store owners, priests, factory workers, anything. This is highlighted by how successfully most countries are infiltrated by Jamon.

I would hesitate to call it a plot gap since it could easily be an unmentioned "they have an aura of bad luck that spoils every enterprise" (Eve is being malicious? I quit shortly after the bridge event so I didn't quite get that far, but I doubt it). But with all the infiltrations it seemed to me like the game was really shoving that contradiction into the spotlight.
