Yes. The unit being sacrificed must have access to the skill(s) they're giving (they themselves don't have to actually learn the skill). You get to choose 3 skills from the source unit to give to the target. If the skill has multiple levels or prerequisites, they must be inherited as well.
So if you want to give someone Death Blow 3, you need a 5 star Hawkeye to give someone Death Blow 1, Death Blow 2, and Deathblow 3.
