QR is generally good for slow Heroes. Camus is not slow, but he's not particularly fast either. I think his SPD is about 33, which is enough to double slower Heroes and avoid being doubled by those with average SPD, but normally not enough to double faster ones. QR helps him deal with faster opponents a lot better. It's also useful for building up his specials. Honestly, his B skill is pretty flexible. Like I said before, Vantage and QR are good options, but he can also run Renewal or Lancebreaker. Renewal helps with survivability and Lancebreaker helps him defeat faster lance units. It's all up to you.

I don't remember what the percentile cutoff is for T18 -> T19, but it was definitely more competitive than getting into and staying at T20 this week. There should have been more people in T18 back then than there are in T20 now, and since the cutoff is based on percentile rank, getting into T19 back then should have been easier than staying at T20 now. Well the -Atk is a bummer but she is the premier res tank of the game so she's salvageable with that boon. She might miss some important OHKOs though so have a friend ready to pick off whatever she lures and soaks.
