Uther, even with Q applying damage, has a tough time 1v1. He lasts a while, hopefully long enough for an ally to come to your aid, but he's rarely going to be able to outdps.

Auriel recently got a damage buff, but still needs a team of mages for her healing to be any good.
Kharazim is usually built for damage, because his damage output + mobility makes him able to cut fight times down to such a point that his untalented heals are enough if used properly.
Li Li is basically Brightwing except with better sustained heals, and can do hundreds of auto-hitting damage every few seconds that also blind.
Lucio should never be caught unless the enemy team has loads of stun, but has no damage.
Rehgar used to be able to win 1 vs 3 with his ulti, now he can come out on top of 1v1s with ease, and sometimes 1v2s, and can usually escape 1v3s.
Tassadar is a solid solo-laner if he has to, but his healing is shit unless he's teamed with a Tracer/Illidan/Butcher/Raynor/Tychus
Tyrande and Uther are both incredibly shitty solo-healers, but have good damage (Tyrande) or survivability (Uther) to make-up for it, and both set up ganks really wekk.

Splitpushing isn't an actual thing on Specialists.

Gazlowe, for example, is good for zone control and ult combos.
Azmodan has just high poke damage and good 1v1, plus amazing waveclear.
Medivh on the other hand, is more of a support.

Specialist just means they have a weird kit, not that they're autistic afk splitpushers.

It still feels super unbalanced.
Games still feel like they're decided before the match even stats due to random team compositions.
The leveling system still hasn't been fixed.

I believe the reasoning is because if you take Iron Fists with it, it allows for burst damage, burst healing, and much faster Insight stacking as well as CDR if you finish the quest. Giving it to him early on would probably break him a bit as it's clear they want him to be a healer that scales greatly into late game.
