I only see two possible issues with the matching skin theme, and I don't think either will be significant: the matching thematic being restrictive and the extra effort required to make skins 2-by-2.

I don't think there would be very many themes that would work well for one but not the other in some way, so I doubt we'd lose out on some great thematic that would have only worked for one of them.

When it comes to the effort for skin releases, let's face the facts: Riot struck gold with Xayah and Rakan. Those champions ooze appeal to a demographic of players that spend money on skins and every skin they make for them is going to sell like hotcakes and be well worth the extra effort on their part. They even allowed IP gifting of these champions to get them into more hands and handed out icons to people that played the lovebird duo because they know every pair of players who owns the combo is more likely to buy a skin for them down the road than any other kind of player.
