On a handheld or a PS2/Wii game maybe. We'll never see something Xenoverse quality or better, though; they already took all the assets XV1 had and put them into XV2 with essentially no touching up, just extra stuff put ontop. Compare the new characters like Dodoria in model quality to the characters carried over from XV1.

Now imagine every single character fully animated, modeled and worked over for the current generation of hardware from the ground-up. There's so many DB characters that it's implausible without expansion pack sequels, and DIMPS would just recycle XV2 assets for a XV3.

What I say is that Dimps has to get the models from Heroes, touch them up with a high poly count, and put movesets to each character.

Also, to make the roster more managable, they should really do something about those clone characters. There really shouldn't be 7 Goku slots (Base, God, Blue, GT, 4, Black, Rose).

It would make more sense if half of those were either transformations or variations that weren't connected to costumes, like so:

Early 2019. Games still take time to develop, even if DIMPS just winds up re-using the same everything from XV1/XV2. Hopefully they develop a new fucking engine.

2.) Actual explorable world hubs with more of an MMO-lean. World hubs could be 'what if' anomalies in time, sort of like Future Trunks' timeline. Maybe a world where Krillin was the main character and the Red Ribbon Army fucked everything up, a setting where King Slug replaced Guru on Namek and we had to liberate that planet while also fending off Freeza, etc. This is all tame as fuck but I'd like DIMPs to go full retard.

Have us explore these worlds (I don't even care if it's just 3 quest hubs), meet NPCs, travel to villages/towns to fight and or save them, etc. Get the player invested rather than just have them suffer through the same fucking story for the third time.

3.) More character creation options. Better character customization (animations, aura color, etc.). Body sliders that aren't garbage would be nice too. All the guys shouldn't be super hulks, and the women should be allowed to have some definition.

I think a lot of it boils down to what you do in them. Look at Xenoverse - all you do is Parallel Quests and player fights, grinding for items and drops. Earlier DBZ games fall into even more of a rut since they're purely about fighting usually, so you're just doing the same stuff over and over with different characters and opponents.

Dragon Ball has a lot of variety in terms of characters, world and potential, but games usually focus on the martial arts and spectacle fighting, perhaps with a gimmick attached to make it stand out. As a result, after a while it kinda mulls together unless the individual game does something unique to stand out.

Only the Super manga explained this, but yeah. Gohan was even looking for the Dragon Balls alongside Bulma to try to circumvent the problem at hand but Pilaf Gang ruined everything. So in an indirect and unspoken sense, you could say that Mai is atoning for all that nonsense by the time of the Black arc.
