Tartarus at least changes the music slightly and it's a build up to Nyx. That said, it's super repetitive and extremely droning. But on the other hand, you can also change the music if you wanted to.

Mementos is shorter, and is also smaller in map size. Plus it's easy to get away from Shadows. However, the music is the same few notes over and over and over and over. But you also get to hear your teammates banter. But that gets immediately interrupted by any action. But you can also find free shit just laying around.

I gotta say... Mementos. It's still boring as fuck but if they gave you the option to change the music, or at the very least add to the music like with Tartarus, then I think it would have actually been okay.
