D.va, Winston and Genji are really the only characters that can contest Pharah in the air, even with a Mercy pocketing her. D.va has Matrix and boosters, Winston has a decent range weapon and jump that can reach Pharah, and Genji can easily climb up to Pharah because of how much she likes using cover along walls and double jump/swift strike to get to high ground. If you can land on Pharah and Mercy in the air you'll get a double jump reset as well, so theoretically Genji can stay airborne as long as Pharah can..
