Mishima's usefulness is minimal at best if you get Takemi to 7, because you can buy SP Adhesive 3 and stay anywhere for as long as you like to grind to your heart's content. And then it's completely nullified once you can Reaper farm.
And then it's completely useless in NG+ because you're running around with overpowered Personas, and by the time you're not oneshotting everything again, you're late enough in the game to farm Reaper again.

True, but the whole theme with the Confidants is having the NPCs find out you are a Phantom Thief and personally entrusting their secret with you (Save Sojiro) and in reverse, the Phantom Thieves must rely on their regular bonds with Joker to deal with their personal flaws without going to Mementos and just solving their problem by stealing the heart of the person they want to change.
