the said PA being limited only to Boston and most of Massachussets Area because it was a Late prototype in test

and the game itself once again claiming that the t-51b is STILL the most advanced Pre-War PA ingame, Losing only to the Enclave Pre-war APA project aka X-01.

the only thing that i'll never agree is the PA leveling and stats, i would make Both T60 and T51 the same and scattered all over the place wiah a few differences, like the T51b being more agile and tactical, while the T6o is tanky and useful for heavy weaponry and combat, and both PA's having Different System Upgrades, like thEt51 having the "hardened coating upgrade" after finishing up the Polymer labs quest and the T-60 having a better upgrade for heavier Weaponry.

The T-51b Would still be the F-16 MRF of the PA's, While the T-60 is the F-14

X-01 Would be the F-117 prototype of it, rare and seen only after Midnight, or if you do Nuka World, it would have both upgrades.

What was the last animation based mod you installed? You probably used a manager like a mouth-breather too I take it, that would be the only reason if you did a "clean install" and it still is like that. The game won't suddenly use "old FO3 animations" out of the blue you know. Unless those keyframes are still in the vanilla FONV BSA files, which I doubt (FO3 leftover entries are all over the ESMs of course but actual content would be pruned if not directly used by NV, which is why you need mods to re-add Railway Rifle and such). So if the game "suddenly started" to do something, it was because of something you added that overrides default expected behavior.

The keyframe files in data/meshes/_male/locomotion/ is what controls running animation for human skeletons by default. So double check there and remove any KFs and then see if your problem occurs.

On a side note to this topic, does anyone know where to find "The Professional" and "The Commando" weapon animation packs for New Vegas? I mean I do have them still but I haven't been able to find them again on Nexus, and I always thought those sets were the best 1-handed and 2-handed weapon animation sets for FO3/NV.

The keyframe files just don't appear, they were installed with some other mod. Mod organizer programs doing so much stuff manually is convenient, but you don't know everything it places and where it does, I'm borderline autistic so I can't stand the automation for sake of convenience (when it doesn't take that long to manually move, replace, or delete files manually), because there might always be some fluke or something extra you may not necessarily want.

They just turned life support off. They're still frozen, though.

They really could have done something to bring Nora back, but didn't because Bethesda. You have your entire. brain. removed. in New Vegas and you're none the worse for wear. Or they could have made a synth copy with a brain scan device, or unfreeze her and fix her brain damage with a special strand of FEV, etc. There's more jarring shit in the base game. There's tons of shit that I wish you could have done in the base game, especially with the Institute. I kinda expected there to be an actual reward besides an X-01 paint job, like maybe your own personal synth be made, that can work as a follower. And have the option of "Just waifu me up senpai" on the synth you create, if you want.

This could have been an awesome integration into Automatron as well. Gen 1s, 2s, and even 3s. Why did they make an awesome character creator, and the ability to edit other NPCs faces, if they never put it to work??

I farmed a set of VATS Enhanced light/medium leather, paired with the Deliverer and welding goggles plus a beret just to go for this Sam Fisher look.

Not a big fan of tacticool but it's probably the best looking armor combo that can be made with native items.

Yes, you are limited to those choices. There is a mod that improves the dialogue to make it so you have no backstory. There is also a mod that makes it so you can read the entire dialogue choice so you know what you're going to say before you say it.

Settlements sucks ass, but some people like it I guess. A mod came out recently that makes settlement management more similar to the Sim City games. You just give generic orders to your townspeople and they start building things how they see fit. So when you come back from exploring you get to see what they've added, how the settlement has changed overtime. In my opinion it makes the settlement system bearable and potentially worth your time. Otherwise, just ignore it and you'll be fine.

The dialog system unforuantely is just Yes/No/Sarcastic/Question. There's speech challenges thrown around here and there, success somewhat based on chance but more affected by your charisma.

The player character is the only person who can actually build things, and you have to plan out basically every aspect of the settlers lives.

While the dialog system is a drop down hard from New Vegas I would say over all its a step up from Skyrim; wherein the only dialog option many times was just "yes". The game is also much more lenient on essential NPCs and almost all main story quest npcs can be killed without being talked to and can lead to alternate ways of completing quests in a few instances.

Otherwise I personally as an explorationfag had a blast exploring Boston, lots of unmarked locations and other stuff laying about it, and a number of secrets that require shit like the jetpack to get.

Once you get it, if you plan to go for DLCs, i'd recommend only Far Harbor and Nuka World. Perhaps Automatron too, if you like the idea of customized robot companions.

Wasteland Workshop, Contraptions Workshop and Vault-Tec Workshop are all just settlement garbage, although Vault-Tec does have a small amount of quests.

Well, I just finished Far Harbor for the first time.
Felt bittersweet.

Put DiMA to justice.
Saved Far Harbor.
And gave the Children of Atom the Division they always wanted.

Sad to see it go, great little DLC.

Resently I was playing fallout 1 and 2 for the first time. Desided not to use any walkthroughs or hints (you know, like in old times). Both time played with pre-made characters (in f1 picked Natalia for "stealth", in f2 picked Chitsa for speech and stuff). Both times desided to consentrate on main objective cause MUH PEOPLE ARE DYING. And gues what. Both time I fucking failed.
In f1 supermutants was hostile the first time i met them. So, then I get to military base I literally stuck. Brotherhood of steel killed mutants next to the entrence but refused to come with me to the base itself. You can emagine the rest.
For f2 it was even worse. Made it to vault 13. No geck there, said deathclaw what I woud fix their computer. Hang out in san-fran, stole blueprints from anclave. Still no geck nor voice module fore computer. The only place where I think some of this can be is old military base from f1. Dozens of supermutants again.
Am I playing this wrong? Am I to stupid for rpgs? Did someone else had the same problems as I did?

Nah, games made back in the day weren't designed to hold the player's hand. Trial and error were common and initial failure was expect.

Thanks, I like to finish things like that while they're still fresh in my mind. I also wanted to repay Niero for all the advice and answering all my endless questions about gun modding.

And my mastery of OS makes rigging monsters a lot easier. I can easily tell OS wasn't made for this sort of shit, but I've gotten used to bypassing the hurdles it has sometimes, like weight paints deciding to unpaint themselves, etc. Its a pain but I've devised some methods on how to fix that, but unfortunately its on a model per model basis, so giving out pointers for other potential monster makers would be a bit hard.

FO3 300-400 hours on X360. I know I had it on PC because I still remember fucking up my first attempts at manual modding, but my steam only says 5 hours and that can't be right. Maybe 400-500 total?

FNV 150 or so hours on X360. Didn't like the map so much 'cause I don't really like desert environments. Got another 20-30 hours on my friend's steam version 'cause I wanted to play through it again.

FO4 220 hours so far. Will probably end up similar to FO3's time played.

Strictly speaking it can mean:
1: It takes place in the same setting.
2: It plays like the games that came out before it.
3: It follows the same themes and ideas.
4: Its called Fallout.

Fallout 3 only technically takes place in the same setting because of elements taken from other games but practically unrecognizable in execution. Only similarities to the gameplay is vats to try to emulate the old turn based combat and the SPECIAL system. And it neither has the dark humor, the irony, or the coherent world of the other games.

I don't even have that much of a hate boner for the game anymore or give much of a shit whether its "canon" or not, but it really is undeniably only a Fallout game in the most superficial aspects which is why so many people feel wrong calling it that. You'd never see fans talk about Thi4f like its in the same series as all the other Thief games for example even though its a sneaking game called Thief featuring a guy named Garrett that has a lot of stealing shit and conking people in the head in it.

It doesn't need to play exactly like the ones before. It has to have the same features or more, and preferably with less flaws than before. For example, the combat should be fundamentally built on top of turns and action points like in Fallout 1. But at the same time, enemy turns shouldn't take forever on max speed like in Tactics. Roleplaying and player character development should be as good or be expanded, not shrunk. Conversations should the same depth or more, not less.

And Thi4f has to be a cosmic coincidence or a conspiracy, because it got literally everything wrong. It's astronomically improbable to make such mistakes out of ignorance or incompetence. You need to know what you need to do, so you can avoid doing it that efficiently. You need to know what works to achieve something that dysfunctional.

But Fallout 3 follows the same themes, and does use some of the same mechanics, the SPECIAL system regarding charcters and NPCs is mostly the same, the only main difference (which is a large one obviously) is the combat and freedom of movement the real-time open world game is set as.

FO3 is thematically almost a copy of FO1, regarding the story and main quest flow:

>wander the wasteland making contacts, friends, learning the hazards of the wasteland, all while an ominous threat on the horizon drops hints of its presence (obviously Super Mutants were more obvious than Enclave)

FO3 is so obviously a thematic retread of the original Fallout, it's not even funny. And even then, it has inspiration from FO2, with how it adds random encounters and has quests and content outside of the main questline.

The biggest error Bethesda did as far as theme and aesthetic, is setting the game so late. If it was set in 2177 instead of 2277 half of the nitpicky world lore arguments would be moot. Of course with this change they'd have to rewrite the BoS in FO3, and the Enclave would retreat to the west coast for FO2 rather than the other way around. Could have issues but would fit the "undeveloped, looks like bombs just dropped 10 minutes ago" aesthetic that Bethesda seems to prefer.

In any case, the writer of that article still never defined why he asserts Fallout 3 as "not being a Fallout game".

While I disagree with a lot of aspects of Maxson's policies, you're stupid if you don't realize the existential threat to humanity synths cause. Not only the physical threats caused by their ability to replace individuals in a society (and the sabotage they may cause), but the paranoia and social disorder their mere existence causes greatly harms the development of society in regions they are prominent in.

The knowledge and technology to create synths is the biggest threat to humanity in the Fallout Universe, and must be destroyed. After that, synths aren't really a threat, as individual synths can assimilate into society, and there is no reason to systematically hunt individuals down. What's your character's endgame?

Mine is to make the commonwealth safer, set up the framework for new cities to arise out of the settlements I make, create a network of provisioners with purified water and grown food so remote people can get resources, make enough wind powered water farms to drive down the prices of water and food, and finally after all this settle down and spend the rest of my days quietly with a nice home with my waifu.

Destroy the Institute, the Brotherhood are welcome to stay but the second they threaten another farm they get the boot, the Railroad can do their thing but not if it's bad for the people of the Commonwealth, and the Minutemen are reinstated at the Castle and are the primary defenders of the people against raiders and mutants.

I keep getting auto detected by every fiend while out of vision despite high sneak and silent running. Dropping medium armor helps just a little bit, but enemies are still sniffing me out pretty easily

The only thing I'm running that could adjust stealth is PN but I have the settings that tweak it on vanilla. Any idea where I can look in fnvedit to see if something else is messing with this?

Look out, ultimate pleb coming through. I've only played FO4 and on survival mode too, because it reminded me of super tough S.T.A.L.K.E.R. mods like Autumn Aurora but with a custom waifu, slowly crawling around corners knowing that my enemies' bullets were pretty much always as dangerous as mine. FO3 and NV just never clicked for me, if only because they felt really clunky and "off" if that makes any sense. The biggest problems with his arguments are that he's the one dictating to us why these addition retcons are valid, not the developer.
IE "Oh, it's because vault-tec didn't know about this new suit." If this was presented to us through some dialogue or terminal, then it would be acceptable, but it's not.

There's a big difference between an additive retcon that a writer adds in to spice things up, and a writer who completely forgets about the established lore (bethesda). Bethesda just didn't give a fuck they just wanted to make things "cool" like "oh shti, let's give deathclaws a terrifying scream because that would be badass!" If they even had one person comment about this new and amazing development of the deathclaws that has never been observed before, then it would be fine.

It depends on what the outfit replaces.

I experimented with Synths (robot ones) in the CK, and most of the outfits give them human skin in the chest, arms, and sometimes legs. I put a synth gen 2 in a dress and it could wear it unless you removed its skin, and there were issues like it wearing skin sleeves and it had tits.

A synth arm would probably have to manually edited in to whatever outfit you're using, but you could probably achieve the same effect in the CK by making the arm take the arm slot I guess. Now that I remember it, I downloaded a mod that changes female arms to deathclaw hands, it had to be edited manually to not have the regular hands clipping along with it.

It was really only 3-4 guys that would non-stop shitpost and derail threads for hours. But even one person derailing can be destructive if everyone replies to him. Most of that shit stopped when the threads split back then, which leads me to believe they were those extra obnoxious NV fans that get all asspained over waifus, and scapegoating waifus for every evil that exists in /fog/. Probably also came from NMA.

And I also like to think me being generally friendly, knowledgeable about rigging, being the 1% that actually mods the game, helping people via tutorials or hands-on assistance, and doing requests probably made people realize that I'm not the *worst* person in the general, I guess.

I had a dream last night that Elder Maxson was a boss in the Mario & Luigi games.
It was a fun boss fight, smacking that cocky bastard with a hammer made of Luigis.
He'd summon a lot of BoS troops to chase you and throw plasma grenades at you, and one of his attacks involved getting Liberty Prime to step on the Bros.
It was definitely one of the coolest dreams i've had in a while

It made sense while I was using it. Human enemies only require a few good shots, or 1-2 headshots. Super Mutants seem to have bulletproof skin, so they require a lot of lead to break. Mirelurks are easily killed if you can get their face, but Queens will fucking melt you in seconds, and require dozens of high caliber shots. Deathclaws actually don't need too much as long as you can hit their weakspots with something powerful, but they will shred you if you let them.
As far as the player character goes, I guess you fall somewhere in between human enemies and super mutants, biased toward the human end. Sadly, Horizon is incompatible with a load of mods that I can't give up, so I only got to like level 14 in it before uninstalling.

Nope, in fact, Avellone is the one responsible for suggesting that all those red dots on the Enclave map in Fallout 2 are other Enclave bases.

I can do you one better and mention that, basically, all the radiation produced by all the nuclear warheads in the world would be like a literal drop in the bucket for the oceans. There are no words to describe how absolutely GIGANTIC the oceans are, and radiation basically slides right off of water for the same reason it has such a high specific heat and all its other peculiar properties (hydrogen bonds!).

So I've run into a bizarre problem with my latest fallout 4 run; for some reason, institute laser rifles (and only the rifles) don't have firing sounds when wielded by NPCs. A brief bit of googling mentioned that there's two versions of the gun in the game, one which works and one which is bugged to shit, but seeing as it works fine when I'm firing it and only bugs out for NPCs I'm not sure this is the issue. I don't even have any weapon mods installed. Any ideas?

I like it because the per-round damage is high and it's bretty long range but has low mag cap and reloads the slowest I've ever seen of any gun. So you have to plan out your fights.

personally I'd prefer it be npc only or at the very least an extremely late-game thing. Power armor should be something really badass that gets you either excited or fucking scared when you see an NPC with it on depending on their disposition towards you. And if you get to use it then your gameplay experience should be different when you're in it from when you're not, i.e. nobody should be carrying on a calm, normal conversation with you while you're wearing it. Instead, it just makes you superman and people who know what they're doing can get cores often enough that you never have to feel limited in when you use it in 4. I think this is dumb, especially because they let you use it super early.

But then I'm also not a fan of a lot of the things Fallout does and wish it were more of a hardcore almost survival-type game where you can't get into a gunfight without being concerned about how low you'll be on ammo afterwards, assuming you survive. I'm new to the general so idk how popular of a sentiment that is here.

I can totally understand that view.

For me, I just want the game to be challenging, and not just by making the enemies all damage sponges or something. That power armor sequence with the deathclaw in the beginning of the game is meant to be badass, and it kinda was, but it also had me saying "alright, so literally nothing in this game is challenging if you have the right toys. great".

Something I liked about F3 was that if you didn't have the dart gun, a deathclaw was liable to kill you before you could even realize how fucked you were the first few times you encountered one. Even lategame, fully geared you had to respect the threat that they posed. Fallout 4 starts right off with you demolishing one relatively effortlessly and it bothers me a lot.

From a development standpoint I could make a view guesses. Todd and co. sunk a mountain of time into the new power armour and settlement mechanics and wanted to make them huge components of the game, ergo becoming the game's focus.

I think it was a case of "hey this is so cool let's make the player use it a lot" that happens a lot in development cycles and can often make or break a product depending on if it fulfills fan expectations.

It should have at least been an immature deathclaw or something though, and maybe the power armor could have been frame only since it gives you the strength buff necessary to haul the minigun around. But even without the PA frame, any character can haul around a minigun because theyd din't give heavy weapons a STR req to equip, so maybe it's all down to THAT decision. Who knows.

My mistake, you're right it isn't using Robco's OS. However that's not evidence that it's running on more modern hardware.

Ignoring the DOS-like interface with mono-colors, the terminals are the same size as most of Robco's, and still use the same archaic data storage types such as holodisk.

Not really. When you move from vacuum tubes to advanced circuitry you're make a big leap as far as technology goes. Sure you could say "let's make it exactly as it was before but with transistors" but that's a massively stupid ball-ache and will inevitably lead to some major deviations in design principles regardless.

I'm no expert on electrical engineering but I know as much is as necessary to know that you're re-inventing the wheel if you start designing modern circuitry.

I'll address the issue of computer science. Computers now are structurally nothing like what they were in the 50's. The architecture of what's inside would be completely alien. That's what I mean when I say reinventing the wheel.

You couldn't use old tech as a base because there's really nothing to base when you start looking at what we consider proper CPU's. Look up the Von Neuman architecture and compare it to some old vacuum tube computers and you'll see what I mean.

You can limit your fps with stutter remover.
If you look in the ini, under fps management you should see something like

fMaximumFPS = 60
fMinimumFPS = 15

Change max to 30, this is how i do it and it works just fine.
(In case you didn't know, stutter remover ini is in Fallout New Vegas > Data > NVSE > Plugins)
