You can force them to appear with a treasure trap thief tool, or just go around palaces smashing objects while security level is high. You have to crit most of them since they don't have weaknesses; they'll join as soon as you decide to talk. Treasure Demons have 3 purposes: fusing up/down in the arcana, like Elements did in Nocturne (ie turning Arsene into Obariyon), sacrificing for a large chunk of exp and/or the inheritance of one of their skills, and itemizing into fairly good accessories for that point of the game. It's about on par with Persona 3's from what I've seen of it. Some wonky/stilted phrasing (especially early on), some problems with speech mannerisms (with one particular character sticking out as having his way of speaking outright changed), some overly literal translations, inconsistent handling of some terms (including one plot-relevant one) and errors/changes that range from "minor but add up" to "significant problem that could've been avoided by doublechecking the translation/revising it after finishing later scenes that provide more context." The bulk of the story and characters are still intact, but the localization does cause some problems for certain scenes/plot elements/characters, and the overall translation quality drags the script down somewhat.

For a localization done in 2017, it's bad, but not "one of the worst localizations ever" levels of bad.

That's definitely something the Japanese version does too. 認知 and terms related to it, crop up on a regular basis, and the game consistently uses 大人 where the localization used "adults" too. The former, in particular, sticks out just as much, though I don't think translating it literally as "cognition" in almost all cases was a good idea (as that works for some phrases using the term, but ends up sounding strange for others in English).
