It makes sense the attendants might carry on some of his power.
Another thing that makes it confusing is that Lavenza was split at the time she relayed her message to Joker, meaning she might have preserved her consciousness in the form of that butterfly somehow, or that butterfly was just a message she sent out in hopes it would reach him and not any kind of transformation at all.

Unfortunately Tatsuya is. Satomi took the opertunity in his last time writing for Persona in EPP to make sure his characters were the strongest of all and has Philemon basically go on about how Tatsuya's the most powerful and and special, 2nd only to Maki.

I'm pretty sure Joker's the strongest out of the 3-5 leads on account of being able to create his god slaying ultimate persona himself without Igor having to do it for him, though.
