Why do boots exist?

They basically exist as an extremely slot inefficient item to eat up your item slot but are mandatory because they're the game's only significant source of movespeed.

What's the ACTUAL reason that boots exist, rather than giving every champ MS per level like Cass and 6 proper item slots.

Passive: Rammus next attack throws out pins that deals damage based on armor. Has a set CD, lowered whenever rammus ccs someone.
q: Powerball
Activate once to gain increasing movespeed. Activate again to pull a small jmp that can go over smaller walls/ minions (like third riven q). Deals damage and slightly knocks up the enemy, increasing with distance traveled.
W: 30% of damage dealt to you is returned. Sends a taunting taunt in target direct, taunting enemy for 1.25-2.25 seconds.
E: Creates a line of sand behind you that slow enemy by 40-60% that pass it. Rammus gains increased movespeed when moving through the sand line.
R: Rammus quickly digs at his location, and at two other locations chosen by the player. After a brief wait, the player can click these spots to quickly dash, up to 4 times like a pinball. Rammus can not exit these zones until all charges are used. Enemies hit by rammus's ult take some damage and are briefly knock up. Rammus can cast E while ulting. (Like Rakans e, only targeted)

Mostly tradition and the game already being balanced around it. But there are some gameplay ramifications. For one, boots and upgraded are such a large jump in mobility it lets people choose to prioritize mobility over raw stats during the early game. This is often seen on Junglers and Supports for example. It also provides an interesting late, late game decision for some carries as they can sacrifice speed from some extra power by picking up something like Phantom Dancer. It also provides a nice universal way to add some very powerful effects like CC or AA reduction to the game that require some very stark tradeoffs and are on an item with stats suitable for all champions (or almost all champions). Ultimately just removing boots isn't very interesting. If they wanted to give everyone more space in their builds they could just add a slot. I think GP has a better lategame/teamfight, and Talon and Pantheon can snowball off of her pretty reliably.
A lot of early game champs can smack her around and then need to transition to a lead elsewhere or just have a horrifically better teamfight.

She has a hard time diving tough tanks like Galio, Shen, Trundle, and Poppy, so if you just waveclear under your tower at her and follow her movements (so ward and watch if she flanks).
Otherwise strong pick champs like Nautilus or Malphite can just engage 4v5 and if they're fed enough, win that way.

But trying to outsplitpush her will often end poorly. She can't take towers as fast as some people, but she can duel almost anyone.
