They didn't put in the effort because they couldn't just copy paste more animations from Dark Souls 1. They clearly didn't care. No love for this game.

I can't answer your DaS2 question, but as for DaS3 I'd say doing the DLC first is more appropriate. In the context of doing the DLC first where you fight Gael is the very end of time where everything is nothing but ash. After beating him you should realize linking the fire is futile because the world will just waste away again as it always does. It feels more thematically appropriate to kill Gael for the blood, give it to the painter, kill Soul of Cinder, then let the Firekeeper tend to the flame. For bonus fanfiction points you can headcanon that your character goes into the painting after the credits.
