6 Scaling CDR Runes, 3 Optional Runes (Refer to previous example)

A lot of people take a full set of scaling runes, but I've heard some like to mix and match with flat runes. I'm thinking of the second choice here because it gives me a nice amount early, and the last chunk later. The champions I'd take this setup on are ones that grab Morello's Memebook right away, and a Zhonya's Hourglass later on; preferably as late as possible unless it's REALLY needed sooner. At any rate, please help me understand how these runes work if you can.

Depends who. For most Pantheon but for some specific melee matchups probably teemo. Singed and Malphite come to mind because neither of them can engage on teemo easily without ult and teemo can easily build around both their resistances.
