The best thing you can do early is to try to go after the mentioned shout/wall and to build synergy. Refia only has one relic on the upcoming FFIII event banners.

You should probably avoid pulling on banner 2 since the last thin you'd probably want starting off is dupes. Pulling on banner 5 could be nice to try and get yourself a shout and I could be wrong but I believe that glove currently on Tidus is a stoneskin for Ramza.

But really you could easily just pull on any of the banners or simply pull on none of them and look at the future events to decide which you want to pull on.

What to do RK bros.
I still lack a hastega (no, I refuse to count Boon)/boostga (no Shout nor VoF), I run mostly phys teams.
My best units are TG Cid, Agrias, and Cecil for full holy dps, Balthier (SSB) and Galuf for imperil Fire + Steiner enFireBSB, Lightning and Kain for enthunder, Celes for runic SSB, HAWHAWHAW BSB, and Snow for Last Stand. Squall has enIce SB and OSB, Cloud and Butts have enWind SB only.
Tyro has SG (and OSB, kek) and he's my multibreak/breakdown bot, as I don't feel like using Mustadio (I have both SSBs).

For mages I only have VERY few things - Quistis BSB, EMPRAH Radiant Shield SSB, and Lulu's enIce SSB.

Healers are covered by Vanille's, Y'shtola, Eiko and Aerith BSBs. Additional healers are Arc, Selphie and Ovelia for blinks.

Now the question is: should I pull on any of the banners? I was especially tempted by banner 2 and 3.
I was planning on pulling for FFIII banner 2 for OK and Desch, but I might spare a pull on these anniversary banners now that they're back.

Well, Eiko's USB does come with a hastega. But it would mean you would have to activate it right away. Plus, you'd be forced to bring her, which would take away from the utility you have with medicas. Cid's Shout is on the 5th banner too. He is kind of a lousy alternative to Ramza, though. It would be an option, though maybe not a very good one.

So, you are probably on the right track waiting for the FFIII banner.
