they said mobs that don't bolster don't spawn them in a hotfix and have been actively ironing out changes and have been fixing it slowly
although I did notice the roots and adds on oakheart +12 were spawning them (this was annoying as hell)
I think if we give it some time it'll be mostly fixed
although I'd definitely still work around certain pulls or kill some boss adds I wouldn't normally focus down

also there's a checkbox in display in interface for enemy minion nameframes/bars, go check that box and you'll get the hp bar
