I don't think the Illusive Man is the benefactor. For starters that wouldn't be a very useful (to Bioware) revelation unless they're going to have a Cerberus DLC or game. And they HAVE to know that fans are sick of Cerberus by this point.

Plus the Initiative was so incredibly expensive that I doubt even Cerberus could have funded it. I am guessing the benefactor was/is Asari. It is mentioned that the Asari viewed the Initiative as a human waste until abruptly changing course and supporting. They have that Prothean beacon that taught them things. Even though it seems like the beacon didn't tell them about the Reapers, it might have somehow gotten them to go along with the project.

Now, the idea was for basically the same kind of set up as in the milky way. Each of the major races has their new homeworld, and then the Nexus acts like the Citadel.

But that plan is fucked, as we know. So instead of easily settled areas you now have what amounts to boarder towns, some of which are in no way affiliated with the Initiative any more.

I doubt the Nexus will become something like the Citadel for a while now. They'd have to take a much more involved role in the settlement of areas for some time to come.
