Yeah I'm confused on that too. Here's my guess though. It says in the card that he handles his Rose with "a Hunter's twirl", so maybe he's almost like a hybrid. He's a very, very early Guardian, maybe even one of the first, and we know the classes sort of formed naturally as Guardians started acting out their roles.
