Tanks from 2200 to 3000 are notoriously bad.
I think nobody calls them out because nobody even knows what the fuck they are supposed to be doing. The idea of damage mitigation and saving teammates does not occur to them. They just think of tanks as "the guy with the big shield that I don't stand behind."

It's made worse by the popularity of Roadhog who tarnishes the image of tanks. The only "tanks" 98% of Plats deal with on a daily basis are "shitty reinhardt who doesn't save anyone" + "shitty roadhog who charges enemy's ults"

If you're on a loss streak, then drive through it. A fear of ranked doesn't help. Play with one or two competent teammates. Not just "they're on my friendslist" teammates, but people you know will get actual shit done. Stay positive, or rather, appear positive. Bitch about the team as much as you want away from the mic, but when they hear you or you're typing to them you suck their fucking dicks. You get an instalock hanzo? Build your team around him. Chances are the instalocker will play better if he knows you have faith in him. Be aware of positioning. Don't run in if you're a support or some shit. STAY BEHIND YOUR FUCKIN TANKS. And most of all, remember it's a game.

You don't need to get the kill but if you're keeping them so scared that they don't bother poking their head out then you can coast a game. But once a pharah gets comfortable and is aware you can't contest you might've already lost. Zenyatta Discord's can keep even good pharahs at bay as long as someones tagging her.

The only heroes who really need to be looked at right now, in my opinion, are Pharah and Widowmaker.

Without ults this game would be nothing but stalling. Played competitive TF2 for ages and that shit was fucking awful because you had practically no choice but to wait for your Uber to build before pushing. Also because there was only one "ult" no one wanted to take the initiative to use it so 80% of matches were just both teams standing on the opposite sides of a choke waiting for a lucky pick or for someone to overextend before going in.

At least in Overwatch since you have 6 ults your team can utilize the threshold to go in and use them is a lot lower. If there were no ults it would be essentially the same as TF2, two teams just waiting for the other to make a mistake and everyone being too scared of dying to go for a play.

I can't say much for Pharah but as long as Widow can delete any 200hp hero on a whim by slinging into the air for a free headshot there is never going to be a fun match with Widow in it. For me, a basic requirement of having fun in a game with player interaction is actually being able to have some kind of back-and-forth between players. No other hero bypasses that under normal circumstances including Roadhog, McCree and Mei.

Nobody on the team realized you could shoot at someone's feet to do 400+ damage. Whenever Blizzard showed Hanzo using scatter arrow it was to hit people in hallways or from around cover. The fragments could also headshot at first but luckily that didn't make it that far through beta.
