I think there's a difference between saying to someone that they could save their girlfriend by dying and convincing them they could die to further a cause (like ending the killing game). Kaito says that Ouma convinced him that they could do this through their deaths. Maki definitely had a hand in it, but it shows some charisma (I'm hesitant to say this because that's not really what Ouma used to convince Kaito but it's the best word for it) that Ouma convinced him that his goals were noble and that Kaito should think he's dying, in part, for them as well.
