Kind of in a catch-22 situation with FPS, vsync, and screen-tearing right now.

Borderless windowed I can't seem to get any form of vsync to work properly with. So with uncapped FPS, my game runs like it's on crack. I'm zipping around like a madman when in small interiors and it breaks some of the AI-guided animations (like reading an in-game monitor).

Full screen, my AMD driver handling vsync, the game runs like a slug plus awful microstutter.

Using ENB to handle vsync gives me miserable screen-tearing even if I lower my FPS cap down to like 30.

I'm just plain stumped about what to do about this. Last install I had zero issues with screen tearing, suddenly this time I'm unable to make it go away.

FEV doing it never really made sense

1. We know from pre-war reports, as well as post war mutations like super mutants, that everything FEV infects becomes sterile unless it reproduces asexually. And, as we can see from all post-war critters, they can in fact reproduce sexually.

2. All FEV research was stated in Fallout 1 to have been moved to Mariposa before the war. Which makes there being any left at West-Tek highly unlikely

3. Even if there was some FEV left at West-Tek, it is literally impossible for FEV to have spread all across southern California, let alone the rest of the U.S., to infect and cause all the ghouls and mutant animals we see. Not only is West-Tek not under a jet stream nexus(like what The Enclave planed to use in their airborne FEV attack in Fallout 2, the amount of liquid FEV needed to cover any significant area would have been more then the facility itself could have held had the entire thing been filled with FEV from floor to ceiling.

4. FEV doing it is fundamentally pointless because Fallout has ALWAYS been designed around the idea of alternate reality 1950's pulp fiction SCIENCE! and not real logic, making there no real need for FEV to explain mutations, as 1950's pulp SCIENCE! radiation can do just that

5. Saying FEV was the cuase just opens up a plot hole in Fallout 1 which states that FEV itself is immune to being altered by exposure to radiation, making the whole "airborne FEV was mutated by radiation and inoculated the post-war humans against the full FEV" thing impossible.

the only person on the original Fallout team that really supported the airborne FEV thing was Chris Taylor, who wanted a "logical underpinning" for everything in the game, whereas Tim Cain and everyone else was like "radiation!"

Avellone first was in Taylor's camp, but then someone pointed out how dumb that idea was, and he switched

Fallout 3/NV/4 all take the word of Cain and Avellone over that of Taylor.

Windows/the DWM should handle vsync in borderless window mode. And usually does so without tearing. Just set your desktop to run at 60 Hz, and everything should be fine.

That's the thing: I am running at 60hz. Shit's still tearing right up along a pretty strict line, about a third of the way down the screen from the top. I've tried it on both monitors I have. For some reason Windows isn't handling it on its own. I even tried activating Aero because I heard it automatically forces vsync in Win7, but nothing changed in borderless windowed. Still torn.

I've been blowing up google looking for an explanation, but none of the solutions I've found have helped. Strangest dang thing.

As far as we know, and based on what Avellone said in the bibles, the Enclave were not involved in the FEV testing going on at West-Tek or Mariposa before the war.

Someone who was part of the Enclave may have, but the Enclave, as an organization, weren't directing it like they were with the Vault program.

I like T6M myself, a little skinny but still has good hips and legs (unlike T3 trash with chicken legs but still somehow wide shoulders). Only complaint with T6M is there aren't any conversion for pre-war casual dresses and the like. There is atleast a Vera's Dress conversion which is good, also plenty of raider-based slutwear (I am partial to the "Raider Barbie Dress" which is a net/see-through Vera's Dress with various raider accessories).

Most of the armors have mods to make them more modest. The only one that doesn't is the straight basic Leather Armor, which has a covered midriff option, but unfortunately has no option to cover the wide-cut cleavage of the jacket, which sucks when talking to old lady Caravan merchants. So I use vanilla Leather, but the metal, combat, and reinforced armors I all use T6M, and they aren't slutwear (or have a non-slutwear variant).

On LL there is also a T6 release where the author cleaned up the neck vertices on most T6&M models to help the neckseam. That, with a good skin texture, and the sweaty skin normalmap, probably makes the best looking female humans for FO3/NV.

Most F3NV mods have loose files, they go in their corresponding directories in the Data folder. You usually do need put these in place for the mod to work. The only exception to that is when a mod has packed it's resources in a BSA file, then you just have the ESM, ESP, and BSA files in the root Data directory.

If the zip/rar/7z file has a layout like:

Or similar, you need to extra all of it to your game's /Data/ folder.

Probably nothing and no one. Wouldn't the Chinese, in their Commie Red Rage hit Alaska the hardest after being repelled successfully? Would make an interesting experience though, less as a Bethesda-RPG and more as a Dust/Frost survival experience. I kind of want them to change direction though to be honest. Sure, I made the workshop at Greygarden. But the robots could not have maintained themselves for 200 years without a decent workshop. So it must have been there before my character ever met them. Sure, I moved the beds and build the new houses at The Slog. And I send all my Ghoul settlers there. But why would some random normie suddenly start building houses for a bunch of Ghouls? They decided to invite more people, who then build their own houses, because the increasing economic stability of the Commonwealth allowed them to expand their farming and trading operations.

See that holstered pistol he's wearing on his hip? It's having an item slot conflict with his outfit, you likely are using an older version of the keyword mod than the armorsmith extended is designed to use.

I say something similar.

The PCs involvement in constructing the settlements is similar to the player's involvement in an RTS. You the player are directing everything personally but 'you' are really an abstraction of all the various commanders and individuals involved.

When 'you' are building settlements it's more fair to say that your character helping that settlement deal with its problems and using your influence to foster trade between settlements is leading to the people living there improving and expanding.

It took the NCR over a century to go from California to fucking Las Vegas, which is literally just a hundred or so miles away.

In 50 years, the NCR would just be breaking into Kansas, with long range scouts at best.

Most of the next 50 years would be spent on them trying to fully secure the mojave region, and moving into the lands once occupied by the Legion fighting off legion remnants, insane tribes, and raider gangs, that would form after the Legion's fall.

In 50 years, they might have taking Phoenix and Tuscon, but little else.

Especially given all their water and food problems.

So does the Glen Canyon Dam even exist in the Fallout Universe? It's arguably as important as Hoover dam as far as it's hydroelectric potential. It's also fairly close to Caesar's Legion homeland, being as the Blackfoot are from central or eastern Grand Canyon. Could be an important location if it was in order. Although if it was destroyed that would make that area of the canyonlands more versatile as all the tributary canyons could hide tribals and mutants and other shit.

Yeah, but there is still something called logistics. Travelling and maintaining influence and control are two very different things. And travelling individually is completely different than moving an army or any large unit of people. Most of the continent doesn't have the infrastructure for anything but foot and maybe slow vehicle travel. Air travel is alright but extremely expensive and risky in that if you go down you have no infrastructure to make repairs usually.

Bethesda should make the whole game, set it all up with all the little things that make exploring the world fun, then give it to someone else that can write quests and stories that Don't suck.

I think it makes sense considering that most of the vault inhabitants most likely spoke and were literate in English. Any tribe made from a vault would probably maintain the language pretty well depending on how literate or isolated they were. More isolated, they'd probably start developing new terms for things and events that they weren't taught in English or their original native. But also any working radios, and any leftover media, recordings, slideshows, videos, will mostly be in english as well so there is no reason to think it isn't plausible that it's still inherently known in tribal areas where they have their own language now too. Their should be more spanish though, and I suppose any Navajo, Ute, and other tribal languages might pop up, if they still exist in Fallout.

I liked how Honest Hearts made the tribals speak creole or whatever, it's generic enough for gameplay but gives some flavor. Sims speak or the language from Magicka (that wierd danish-swedish pig latin type bullshit), might be funny for some tribals as well (especially ones from old North Dakota and Minnesota).

It's just a single step up from the commonwealth raiders, who demand tribute from farms, clearly they aren't always hostile to everyone, but they are to the SS.

I have no problem with raider that are always hostile, its just that fo4 only has this variety. the only group that aren't like that exist outside of the commonwealth, failing at their job until the SS comes and saves them. The jackals/vipers are tiny groups of survivors scarping by, they are just bullet fodder, yet they are a small minority. Fiends, the most stereotypical group of raiders can be talked to and sold drugs to if you pass an easy speech check at the vault. and once again, even in fallout 3 you can deal with slavers.

Like the other guy said, Tradecraft is essentially the first Railroad mission once you find them, and it primarily involves sneaking around and taking out a few Gen 1 synths. Should be able to do that fine if you're not going in guns blazing.

The Brotherhood mission might be a bit harder, since it involves going into hostile Supermutant territory and killing them out in the open. If you don't kill the Behemoth before landing, since I forget if it's required that you do so, then that'll also be a problem.

Europe before the bombs was basically at Soylent Green levels anyway, no resources, nations and militaries exhausted over the resource wars, shitty packed cities of poor people. They probably got fucked when the bombs dropped, even if they weren't hit as much directly as America and China.

Middle east is fucked too as no more oil, no global influence, probably back to petty rival tribes. Russia and central asia, any place worthwhile would've been nuked, the empty space might work, central asia's post-war prosperity depends on whether a horse-type animal survived. India and Pakistan would be fucked, China would be fucked between nukes and people, Japan and Korea probably too, and SE asia probably would be too.

Basically any country that had some major population centers and industrial areas would've probably gotten fucked, and even if they didn't get directly attacked by atomics, the years after the war with the radiation and climate changes, would most likely cause widespread famines in any populated areas that survived. Then the eventual breakdown of global trade and medicine would mean whoever didn't die of starvation would probably die from some horrible plague.

yeah, the fact that they have people called Gunner Conscripts is a pretty big clue.

Why else would they be called conscripts? what a bizarre point to debate. There is not a living non-Brotherhood human being in existence who the Brotherhood would trust with that much technology. They have fought the NCR, an established nation, over technology. They have also tried to wipe out Mr. House, who is a 200+ year old robot master. I was daydreaming earlier today about some stuff I might make down the line.

So I made some crappy concept art of what I was thinkin' about.

What would /fog/ think about

I was thinking of implementing this stuff into the Plasma caster mod, or at least the robobrain synth, which became batshit crazy and escaped with a highly destructive plasma caster prototype they were working on, and now it has to be destroyed. I was thinking about Plas-man and all, but I don't feel like making a dungeon and he'd have to be voiced. I might still reference him and have him be a cool skeleton somewhere, though. Next to him would be some stuff like his power armor and plasma canister jetpack for power armors.

For the Synth power armor design, I was kinda inspired by Baymax, and also a bit of Jason Voorhees. Somewhat endearing when its on your side, brick shitting when its attacking you.

I'll edit existing models in 3ds / OS

For the synth, I'll cut out everything from the inside of their old head in 3ds, replace the hollow cavity with a robobrain dome, somewhat smaller glass dome. I thought about cutting off the top of the head and just resting the dome on there but thats lazy, it also gives Raiders a "Shoot here to win" thing, which the Institute would find dumb, so they hide it with at least some plating.

As for the power armor, I'm going to base it on X-01, and I'll find some suitable meshes for the helmet. I'll be able to make something close to what I've drawn. Usually my end products always look stellar compared to my shitty concept art.

Nothing in the game implies that. Sure his group were a few days ahead of you, but you were making better time then they were, considering they stayed at Goodsprings, Primm, (presumably) Nipton, Novac, and Boulder City, Benny wasn't chilling in Vegas the whole time. He ditched the Khans at Boulder City, either before or used the NCR patrol as a diversion to ditch them, and I doubt the hostage situation with the NCR lasted more than a day. So by the time you get the Boulder City, Benny probably just got to the Tops.

And even then, he still had more to do than you think; he had to have Yes Man examine the chip, determine what it was, and then figure out where or how to use it. Then knowing that, he'd have to figure out how the fuck to get in a bunker in one of those most fortified locations in the Mojave. So it wasn't like he was just dicking around until the Courier showed up, that just forced his hand and he had to move before he was prepared, which is why he got caught.

Thinking about it, would have been kind of interesting where the tunnel collapsed as a result of the nuclear bombs, so either the entrance to the vault or just the tunnel itself is flooded (maybe the vault failed to open). I found around 6 sets

There's one in the dungeon Automatron sends you to. Its an almost guaranteed set at your level. And there's also another guaranteed set at 35 court (assuming you havent gone there already, if you have and it wasnt X-01, it wont be there)

Nuka World also throws X-01 at you like fucking candy. I think it has 3 full sets that you can get at ANY level. If you have Nuka World and start a fresh character, if you can survive the Gauntlet you can leave and make a beeline to where the X-01 spawns there, and it also has one locked behind an unmarked quest with unique paint.

I went with the default ada build as she was fairly high maintenance in her early build before making changes.

Obviously she didn't have a Gatling laser but i made changes.

It's slow, has fire power and is relatively cheap compared to my traders and other robots to produce.

Not sure. I never bothered with the Bible so much of my knowledge is from the games proper and even then it's spotty at best by now. There's Vault 0, the original BoS vault and I guess whatever vault Enclave/Vault-tec had for themselves although I don't remember if they used a vault or just escaped the bombs by diving deep underwater with their submarines.

Contraptions has some useful machines, but most of the cooler features added to it are mods.

Being able to turn corpses into bones and fertilizer, throwing whole robots into machines to get broken down into parts, throwing gen 1 synths in them to get easy synth chips, and lots of circuitry, aluminum, etc.

And also recycling / breaking down junk to better organize your shit. Its also fun to watch the machines do their stuff, too. There's a ton more mods like food crafting, clothing additions, nuka bottling, etc, etc.

I set up my Nuka bottling plant / distillery / food processing center in the Nuka World settlement. Its nice, big, flat, and has a huge capacity.

Its also got its own farm thats completely tended by robots. So basically its like the Gun Runners, except instead of making guns, it makes cupcakes and drinks.

This place is the only working factory in the wasteland now.

iirc you can do both of those things with console commands

Population cap is determined by your Charisma so console Charisma to really high numbers and attract as many settlers as you wish. Be warned though, shit will get buggy and FPS rates begin to falter at 60+ settlers.

The AI on workshops and farming also gets a little fucky past 30ish settlers, too. I had a settlement with 48 protectrons farming tarberries, and I had to build a Vault tec settler manager and issue the command around 20 times to get all of the protectrons to farm, because certain ones would randomly quit farming or just wouldn't do what it was told.

I had a whole heap of shit that needed to be recycled, a bunch of shit hoarded from Nuka World and then brought back here to be dealt with later.

So I made a massive recycling place at the Red Rocket settlement in the Commonwealth: I built like 17 recyclers, amd had each of them filled to the brim with stuff I needed broken down to its base parts. I turned on the machine and went around checking up on other things around the settlement, after around 5 minutes I came back and found that so much shit was trying to enter the storage bin that it got backed up and shit started falling everywhere.

Thankfully I had a switch to turn off the machine and unclog it, and then let it resume. It got close to clogging again but I was there to deal with clogs before they got to that level.

Imagine this setup but like 3x as big. It took it around 15 minutes to break everything down, and that was with 17 fucking recyclers running. I had like literally 15,000 pounds of junk items to sift through, and when it was all processed, the total weight of everything was like 8000 pounds.

The marsh on the southern end of the map and Fah Habah were pretty comfy, though. They can nail environments but it's the writing I'd be worried about.

It has its high and low points - fantastic for completionists with its scavenger hunts and hidden bits, but it gets repetitive when you do the main quest for it.
It is, however, the best way to play a truly evil character.

The "good" solution is killing all of the raiders and powering up the park, which can essentially be done at any point.
Preston will always forgive you since the Minutemen are the failsafe route to completion.

Spectacle Island is huge and has flat areas (some hills too though).

Abernathy Farm has a good location on the map and has a big field out front.

I'm building at Greentop right now and it sucks. I built a big platform on supports over the greenhouse and it looks so fucking dumb and unrealistic. I'll have to build more to make it look believable. But without it there's no room, there's already a house and a greenhouse and not much area between/around.
Possibly the worst settlement for actually building and not just as a farm.

Placing this generator shack was the most frustration thing I have done in this game. I still not right. I just gave up after over a dozen tries.

Similar story with the roof, but at least I can redo it. Or even fix it in place with Place Anywhere. I got the roof tiles by shrinking down warehouse roof tiles. Which looks good, but makes them painful to use because they keep their old snapping points.

The personality matrixes are foundations of sentience. They give each robot traits that help set them apart and mimick human behaviour, but don't make them truly sentient.

Codsworth, as he was pre-war and in the years afterwards (as noted by the Vault-Tec Rep), was merely a pretender. He only repeated the same lines and tried to keep doing his given task (as a robot does).
200 years later though, it's a different story. If you keep him around and listen to his affinity speeches, it's clear that he's as human as anyone else, at least as far as the mind goes.

He's different from Curie though, since he doesn't want to be human. Even though he has human-like mental capacity (with emotions and all), he doesn't want to be human. In his mind he is a Mr Handy, the pride of General Atomics, the product of the most brilliant human minds.

If you believe that it's possible for AI to have consciousness, it's unethical not to give it human rights (the core of the Synth debate).

They build a body from and program it. How is it any different from any other machine?
Of course, it's a human body they're building, and the programming is nothing like a gen 2.

It's flexible. It can learn. It has emotions. It has curiosity. It can do think for itself.
The Institute does not see any of this. Any behaviour outiside what you'd see in a gen 2 is considered faulty and sent back to SRB for mind-wipe.

Only one man (Alan Binet) acknowledges that they have advanced past mere machine level, but his is clearly the minority view.
